These rules amend the Legal Aid in Criminal Proceedings (Costs) Rules (Northern Ireland) 1992 so as to alter the date after which certain work may be remunerated at discretionary instead of prescribed rates from 2 July 2004 to 1 January 2005. Someone who, with his Commission colleagues, has borne responsibility for Legal Aid in Northern Ireland for less than a fortnight, is not perhaps ideally qualified to speak to “Legal Aid Tomorrow”. As a body, and as individuals, we have a lot to learn, and I greatly welcome this Conference as part of that learning process.
